Q: Is lotion dispenser pump stainless steel?

No plastic but it has not broke on me like others I have bought :)

Q: Is the color a white white or more of an off white?

Off white but you do not want to purchase this product from the company . I was in a hurry and didn't do my normal investigating. The products are very small and made of very thin cardboard or some type of paper products. If it gets wet I assure you that you might as well find a garbage can to throw it away. I didn't return mine as it was Christmas shopping season, I had it probably a month before I had time to open it to use . Wow what a surprise ! You can barely see the writing on it. With 8 adult children, 23 grandchildren , 3 great-grandchildren and many others we share Christmas with needless to say I had no time to go threw return process. Unless you need something to start a fire with or like paper products for home use I suggest you look elsewhere. I didn't purchase my set just for looks as I was also in process of bathroom remodel, I live in the country and got it to use for the purpose it'seems for. Good luck.

Q: Can I buy an extra soap dispenser?

I don't know. I needed an additional and larger soap dish and found a solid gray one at Bed Bath & Beyond that coordinates well.
