Q: Is this considered a smart vinyl for the cricket maker three

It is my understanding that only Cricut brand makes 'SMART' materials that are compatible to be used with a Maker3 or Explorer3 without a mat. As this is Oracle brand and not Cricut I would not think that you would be able to use this without a mat (although a hack may exist).

Q: why Is it sticking to the mat? It has ruined 2 brand new mats

I haven't had this problem with this stencil. I find that brand new mats can be too sticky so I get an old t-shirt and dab it onto my mat to make it less sticky. Hope that helps!

Q: If I use this on fused glass, will any residue left on the surface ft on glass, burn off in the kiln or will it cause devitrification?

Really have no idea about this. Sorry.

Q: Will this peel paint off from if I paint my surface and then lay this on to paint my stencil?

No as long as your paint is fully dry before you apply the vinyl.
