can I buy just the table base ?

I don’t know know if you can purchase the base from Amazon, but you can purchase the pipes at a hardware or big box store and build one yourself.

Can I use bar stools that are 36 inches high?

The seats I use are 29 inches high or from the floor. And work great.If your bar stool seats are 36 inches from the floor, it would only leave 4+ inches between the seat and the bottom of the table. For me it wouldn’t work…. For you…?????

how would the legs hold up on a covered deck, in regard to rust?

I would think after awhile some rust would appear. But I don’t think it would affect the sturdiness of the table, and it might add some esthetic value.
