Q: Does this work with windows rt / surface 2?

I don't know about that but it works fine with my Lenovo Laptop using Windows 10.

Q: What is the maximum capacity this reader can accept? Can it accept up to 16GB?

I bought the USB C+A version and the card reader read my SanDisk Ultra 1TB microSDXC. Be aware, this was advertised as a USB 3.2 Gen 1 5GB speed. It is NOT, the card reader I received was a USB 3.0, but this is STILL a 5GB card reader, so I am not sending it back. I like Sabrent, they do good tech.

I initially had a little difficulty inserting the Micro SD card but realized I was not inserting it correctly there being no apparent indication of the orientation of the card but I've had no problems since.
