To my knowledge it acts like a sharps container and can't be opened.

Does this also help put the blade on the handle?

No only to remove it. Try leaving the blade partially wrapped to pop it on the handle. It's should snap on with little help as long as it's lined up correctly.

will it work for #60 blades?

Hold about 50 blades and is sturdy
