Q: Do these have the little flap on the sleeves to cover the baby's hands?

Newborn size DOES have a flap, the other sizes do not. They are great quality and a great deal.

Q: The sizing chart shows sizes 3mos, 6mos, 9mos, etc. But the dropdown to choose size shows 0-3mos, 3-6mos, 6-9mos, etc. How are these actually sized?

The sizing is based on the second number. 3 Month is 0-3 month, 6 Month is 3-6 month and so on.
