Is this a powder or a cream

It's a cream. A chemist first recommended it to me when I asked for something to help with dry skin. Apparently it's used by exzma sufferers. i use it daily instead of my old beauty products. Skin feels well moisturized without being greasy. Needs a small amount rubbing in well.

Is this pot refillable?
