Is it me or do these pillows have a rough surface?

You are right. The surface is very hard and has a thick plastic feeling, making it rough and noisy. Impossible to sleep with. I am arranging a return, and will demand the return cost to be paid by the vendor.

Can these be washed at 60 degrees?

Hi there, I don't think so, I didn't wash them... feathers will probably be destroyed at 60 .....I would wash them probably at 30-40 degrees. Hope that helps.
