Yes,It is called "Smart View" not Screen Mirroring like it is in Galaxy Phones.

does this come with Google Play?

You can download the app at google/app store

finding some tablets cant run certain apps. does this have any restrictions? vudu, amazon play, network tv apps?

i haven't used vudu, but i'm able to run Amazon Video, Amazon Music, main Amazon shopping app and Amazon Underground (has some apps not in Google Play store). Amazon Video now supports downloading videos to sd card to watch offline. (note, i have the 9.7" Tab)
