No it isn't variable. Most grinders of this type wont be from my experience. I assume you ask because you were wondering about using it maybe as a polisher. They appear similar to grinders but generally polishers are more expensive as they are less common and also because they may well have the variable speed you are looking for. Generally they will make it quite clear if they are a polisher and variable speed. But as a 5" grinder this is a really nice one.

Yes it did come with a uk 3 pin plug already fitted.

Does it come in a makita plastic carry box

No but it is good value for money and I find Makita tools to be reliable
