You can change the PWM to FAST PWM for these applications on Arduino. Googalize "25k PWM Arduino code". The real issue is trying to find data specs on the PWM IC that Noctua uses. Googalize "Noctua PWM white paper" and you'll get all the info you need on their PWM specs. Target frequency is 25kHz but the acceptable range is 21kHz to 28kHz. GOOD LUCK.

Q: Is there a 5vdc pwm temperature controller for this fan? been searching, but can't find.

No its controlled by the motherboard. I threw away the usb adapter cable, If it was used to power the fan, since usb is 5v, I would expect it to run at full speed. I used my fan on an NVIDIA NANO Single board computer
