Because it is hard to get your hands on off the shelf at retail stores. Also, Amazon is not currently selling these from their own retail stock, so a third party can use the supply and demand for a little profit bump. Personally, I was really anticipating this figure since it was announced and I was lucky enough to see one in person at a Target near me. I was very disappointed with it. It had a much more "toy" look to the paint scheme than I anticipated and the absence of even a single one of his accessories is a very odd choice. Long story short, I decided that right now I don't think I even want to spend $40 to add this to my collection. I wrestled with buying it just to ebay it for a ludicrous profit, but decided against it. It's not a terrible figure at all, just not worth $40. $30 would probably be a better price point. Same goes for the Speeder bike Scout Trooper.
