Will this work for pulling up water chestnut ?

The rake does an excellent job of pulling up most weeds.. I am not sure exactly what you call a water chestnut, but some stubborn areas may take a couple passes to clear all the weeds. This rake is fairly light weigh but sinks and grabs weeds and works well in ponds and lake shores..

Are the teeth metal or plastic?

If they are metal they are covered with a plastic coating. The teeth are pretty durable, but I have found that it helps to put a flotation noodle around the upper part of the handle to help keep the rake floating near the surface. Also as a negative, the rake keeps turning upside down when it is tossed out.
