Q: will this work as a powered subwoofer cable from powered subwoofer to a TV soundbar?

You don't give much information about your setup, but if there is provision for an RCA output on the subwoofer and RCA inputs on the soundbar there should not be any problems. I assume you are driving the subwoofer with an amplified AVR. If it is a good subwoofer, you can dial in the low pass filtering and output, and tune it to match your soundbar. That's the cool part of setting up an audio system. Have fun!

If your computer has a mini plug output it should work. You need to check your inputs on mixer. These are standard RCA stereo plus running from a mini stereo plug. If you have a larger input on mixer would need some converters to step up the size but they are inexpensive and easy to find.

The classic definition of feedback requires a microphone to achieve, so your terminology does not lend itself to troubleshooting. The next clue is that the cables work on one of your devices, there is no problem with the cables. From an electrons point of view, there can be only two defect conditions of a standard coaxial audio cable: Short or open conditions. A short means possible noise or no audio, and an open would be a dead channel. We compile the available evidence: 1.) Cables cannot produce the symptomatic problem 2.) The cables have proven good on at least one device 3.) Unknown other devices where "noise" is present Conclusions: 1.) There is no problem with the cables. 2.) There are potential problems with the other devices that are not described. 3.) Given the information provided and an assumption that the complaint of "feedback" that could be interpreted as undesired audio of "noise" there is a strong possibility that a ground loop exists with the grounding scheme that the offending devices are connected to. There are some excellent guides on ground loops if you look to the interwebs. Study them and you should see the fundamental problem and hosw it can affect audio. Finally, you should look up the word "feedback" as it relates to audio. Knowledge is power.
