No. But the screws easily go right through to create the hole. Worked perfectly.

Q: can this be used on a Radio Flyer Push n Go tricycle?

it is specifically made for Kettler tricycles,I think it is unlikely that it would work on the Radio Flyer.

Q: Does this seat belt go across the lap or does it also have the crotch strap? I need a belt that is lap only, & has holes in side of fabric for bolts.

The belt I bought has a crotch strap, but the lap belt does not have to be used with a crotch strap. The lap belt passes through a loop in the crotch strap. Sorry for delay -- we've been traveling for a couple of weeks
