It doesn’t say you do! Apart from the fact you don’t know how many pairs of hands have touched the material, anyone that has ever bought anything flannel or fleece knows that it’s softer and fluffier when it’s been washed.

No , it might survive a small flurry of snow but that's about it. Very cosy around the house though and not too long to be restrictive when pottering about.
