My 2017 BRZ came with the performance package would they fit?

Brembo lists these as compatible for the Limited and Premium trim levels for the front wheels of the 2017 BRZ

Does this kit come with the spring loaded tension clips?

The pack I received only contained the pads, back plate, and lube.

Does this fit a 2017 Subaru sti?

Yes, these will fit the front of a USDM pre-2018 STI as long as you don’t have the upgraded 6-pot Brembos from the 2018 model year. The wire sensor just has to be cut off. I installed these on my 2015 STI and they were identical to the stock pad on the car once I cut the sensor off.
