can it be used on car windows?

I would think so. It works on drinking glasses. You might want to test though because I think car windows are a different type of glass. I also use them on my mirrors but you have to use rubbing alcohol to remove it from the mirror. The writing came off in the dishwasher off of glass, but they are permanent on plastics.

Can you set the colors to be permanent

Not unless you cover them with some kind of permanent coating, like lacquer.
