Q: Will the dimmest setting be too harsh for plants that need bright indirect light like monsteras and pothos?

Nope, I actually have it on the third brightest setting directly over my pothos for about 8-9 hours a day for a few weeks now and it's really perked up. The leaves are growing bigger and there are no brown spots indicative of too much light.

Q: How long are the lights? Description says 1.97". Can you buy replacement bulbs?

More than 12”. Look into Amazon for bulb replacements.

Not sure what your question is. I didn't have this problem but it sounds to me like the light is defective and imo, you should return it for a new one.
