Q: Can you mount one bag or do they have to mount together? Can they be separated?

Each bag carrier mounts separately on each side of the bicycle.

Q: How much weight can these hold? I usually purchase one or two gallons of milk during my shopping trips. Would these hold up?

I use these for my grocery shopping twice a week. Two gallons of milk, one on each side, including other items are no problem.

Q: My bike spends most of its time sitting outside, are these bags easy to put on and take off? How do they mount on the rack? Two hooks at the top?

Not too hard to take off. As NC Teacher said, there are two hooks on top, and a bungee cord with hook on the bottom. I remember when I first put the bags on my rack, it took a lot of effort to stretch the bungee cord far enough for the bottom hook to reach. After leaving them on for about 5 months, I recently took them off to go mountain biking, and found that the bungee had stretched out a bit and was much easier to attach. In general I do lock my bike outside and leave the bags on, and they haven't been stolen or damaged by weather yet!

Q: How much do they weigh?

Short of removing them from my bike and weighing them I can tell you their weight is negligible and not an issue.
