Are these suitable for outdoor parties, like for a windy weather? How thin are they?

The paper feels pretty substantial. It is shiny foil on top and white paper on bottom. I used inside so not sure about wind.

Are these a good size for 9 inch plates?

I used them under my chinet crystal plates ( normal plate size), for my reception. It looked amazing. They are paper though and thin. So you have to have enough time to pull them apart. Hope that helps!
