Does it come with a tool to put the rims on?

Know when I ordered it it did not come with a tool but they were high quality rims they were very good looking I work with remote control cars so much I always have spare tools for the Rims anyway so it didn't bother me , good luck with your purchase enjoy

Will they fit a traxxas latrax 1/18 rally car?

They'll be too big. They will rub on your A arms and frame. You need 1:18 scale drift wheels.
