Do you let the balm dry before you wipe off the excess balm?

I tried wiping it off before and after it dried. The results are unsatisfactory. Although the leather seemed softer it did nothing to make it look better. I believed the pictures and did not have results that came anywhere close. Sorry, it was not a good purchase.
