Q: Why is the covering dissentigrating?

The covering is awful. It fell apart when I put it on.

Q: Is the horizontal space flexible? iow can i leave off a shelf to allow for knee high boots? thanks for any help!

i believe you can even if i didn't. as long as you have the outsides of the structure together you should be able to leave out shelves but each shelf is made to put a pair of shoes on it so you probably would have to leave out one or mores shelves to fit knee high boots.

this is actually one unit. the entire frame is connected.

Q: Can we keep it outdoors? Will it be suitable to protect shoes from rain and pests?

No. The material is supposed to be waterproof but its not. It can be torn easily.
