Yes you'll need an Allen key not sure about the size but it's quite a small one

Q: What’s the gap in mm needed between the two screws?

It is approx 34mm for GROHE Essentials Toilet Paper Holder with Cover (see the video) which I just bought, not 24mm as another person saying.

Q: Serious question: what's the benefit of having a cover vs not having a cover?

To give you extra cleaning and spread more germs thanks to poo covered hands touching it more. Good for those with OCD for cleaning but not germs.
