Are they Regular rise?

The leg openings are normal, not hi-rise cut . They last for ever, don't shrink or stretch. I have worn this brand for 30 years. Hanes and other brands don't have this quality.

Where are theses made?

NOT A GOOD ENOUGH ANSWER! I purchased the same briefs a few years back at a local JC Penny's local store. The country that manufactured them was from Pakistan. The elastic around the leg opening was entirely too large and did not support what was needed. I returned my purchase and have ever since checked for the country from which the Stafford briefs were manufactured. Honduras seems to have made a quality product!
