You replace the old socket with this. Yes you would need to wire in place.

Q: I will need the long hollow center bolt with a few nuts/washers to retrofit my ceiling fan. Does this come with that? If no, where can i get that?

Yes it does come with the hollow bolt, and the threaded plate. I'm sorry I cant tell you how long it was, since I used this light for another application.

Q: Is it ok to use such for a floor lamp?

I’m not sure, it has to be hard wired to the lamp and mounted someway to the lamp.
