What is the thickness? My silhouette is set to lowest setting and it's still cutting through the backing.

Check your blade. Your blade needs to be much lower. The pressure the silhouette is exerting on the blade may be small, but it'll still cut through the backing if your blade is too high

Can I use this on shirts

No this is not HTV this the stuff you’d use for ornaments, wood signs, canisters etc.

How thick is this vinyl? Is it see through?

It is not see through. Decal vinyl.

What setting should I use to cut this with the Cricut maker?

You'll have to play around with settings and materials. It all depends on your individual machine, how new or dull your blade is, etc.
