I do not think paint would work. It would probably flake off. Something more like a stain would work better

Yes, once baked, paper becomes thick and sturdy. Not flimsy.

can you use spray polyurethane to seal color?

I bought an acrylic shiny lacquer spray from Walmart. Work great to seal color.
