Q: Does this adhere very well to cylindrical powder coating?

This will absolutely adhere to nothing. Not metal or plastic or any shape. This stuff sucks

Q: How many reflective tapes are there in the package?

Dear customer, there are 2 rolls of 2" x 100′Seven Sparta reflective tape in the package.

Q: Is there some secret to activating the adhesive backing? Mine just barely wants to stick. The wind actually blew off my test piece?

The backing peals off. I had to use my knife and gently slide it between the clear edge and the sticky backing right at a corner. The backing which peals off is itself clear. I clean th surface real well and had no trouble with it sticking to trailers farm equipment etc.
