Will it hold synthetic rope?

I really doubt that it will work with synthetic rope. I would not try it. It is the rigidity of the metal wire against the metal grip leg of the gripper that keeps the grip on the wire. If you stretch the synthetic rope and it lets-go, you could really hurt yourself or someone nearby.

Eventually, probably. You should not use it to secure a cable long term. It is a tool to tension a cable to secure it with a more permanent fixture.

would this work for pulling up rebar? 10mm to 20mm

It's certainly not designed for that purpose (as you already know) but I think it could grip 10MM (not 20MM) bar satisfactorily. However, I would not be tempted to try to use it to grip or remove solid stock. Plus, I'm trying to imagine what 'pulling up rebar' actually means. If you are trying to remove bar pounded into the ground which was used as a stake of some sort, then I think there are better ways to go about removing it. I think using a 1/2" rigid pipe bender and a block of 4 X 4 wood for leverage would be one of those options. Good luck.
