Yes, it is great for boiling small or large amounts of water. I've used it to easily boil over 6 17oz bottles of water. The temperature can actually get hotter than boiling. This is a very high powered warmer and I highly recommend it.

There is option for minimum and maximum setting for temperture. I am sure it will be higher than your required minimum of 350.

It is 3 prong (standard grounded USA 120V) plug. By UL standards any heating appliance must be for safety.

Sorry, I don't know exactly maximum temperature. When you turn on high, it takes about 5-8 minutes to warm up, after that it is very hot. When you turn off, it's still hot , about 5-8 minutes to cool down. I have used this product 3-4 years. I like it. I hope my answer helps you.
