Q: how do you refresh the packets and how often?

You may refresh the packets by heating in an oven for 3 to 4 hours at 240 F. People ususally use with humidity meter or humidity indication card to know when to refresh.

Q: how long does a silica gel packet last in a bod with clothes, not sealed tight. I am thinking of putting them inside a plastic bag with a dress.

In order for silica gel packets to work, they have to be stored in a tight seal container. If the seal is tight, they can last around 6 months, but if not, it all depends on the humidity level of the environment. If you keep your clothes in a plastic bag and seal it tight, it should maintain an air-tight seal. Please, remember to put silica gel packets above the clothes, so the packets can be exposed to air to absorb moisture. If you place them in between clothes, they won't be able to absorb moisture. Both are porous - the fabric probably more than the paper. Don't know that there's an advantage to being porous, therefore, I would opt for the paper bag.
