Q: Is it actually waterproof?

It is a heavier plastic and in that sense it keeps the rain off furniture. I like the item for my outdoor furniture

Q: Thought this is supposed to be 600D Oxford cloth, it feels like (cheap) plastic?

It’s definitely not cloth but here in CA it’s been extremely warm and the material has been holding up quite well - we bought a pool for the dogs and have been using the cover to cover the pool and it keeps the water a nice temperature! It did a nice job of keeping the outdoor furniture protected during the little rain that we had. We don’t get snow here so I can’t attest to how it performs in colder temperatures but it hasn’t faded or cracked since I began using it.

Q: What size is it when not in use? I’m concerned about storage on a small deck

It comes with a 16" x12" bag so you can fold the cover up and put it in the bag. I don't bother to put it in the bag everytime, I just fold it and store it in the house..I was surprised at how thin and light the.cover is but it is doing a fantastic job on covering the new patio furniture on my deck. I have a full size couch, 2 chairs, and two foot stools that I leave the cushions on and bunch them together when rain is expected and this covers them all I did spray it with Scotch Guard for extra protection and have not had any leakage problems.
