Yes. The connectors are the old fashion screw and square plate behind. AJM

Can this be used for 220 tanning bed ?

Our NEMA 6-15P Plug will handle up to 250V, so this plug will work as long as the outlet that it is being plugged in to will accept a plug with horizontal straight blades. Please reference the photo of our plug.

What kind of waterproofing does it have?

This is a well-made, quality plug. Wires slip into slots and set screws tighten against the wire very securely. No "wrapping" of stranded wire around a screw, etc.. However, it is an obvious indoor plug and does not have waterproofing in my opinion. The plug should not used where it is exposed to rain or water.
