Q: How to program Grundfos 599388 timer?

Once the Timer has been installed, the programming is as follow: With a finger-nail push the little blue pecks toward the outside for the time you want the pump to be ON. The Timer select switch should be in the "Timer" position (center) for the Timer to be in control. We have the timer set for ON from 05:00am to 10:00am and 04:00pm to 08:00pm, and also On for 15min every hour in the afternoon, to have warm water ready.

Yes this should work. I use it with a UP15-42F and it works fine so it should work with your model.

Q: Can I just use an ordinary timer switch at the outlet instead of this?

Yes. It's not quite as clean of an installation, but you could do as you suggest. Also, consider adding the thermostat option as well as the timer. There is no reason to continue running the pump if the water in the pipes is already hot and stable. The timer and temp sensor are a good combination.
