Q: which pins do i use for i2c communication?

There is no communication with I2C on this device. If your using it to measure multiple analog signals you can hook those up to C0-C15 and then use S0-S3 to select the analog signal you want. So if S0=1 S1=0 S2=0 S3=0 and EN=0 (can tie EN to ground for always on) then C1 would be at the SIG pin. Also make sure Vcc=5V and GND=0V(tied to the GND of your controler). You can use this to feed 16 inputs into a single input I2C device. You can look at the data sheet for the CD74HC4067 here (which will give you the Truth Table) http://www.ti.com/lit/ds/symlink/cd74hct4067.pdf.

Q: Can these be chained togeter so that i can use it to have 36 channels for a "bms" that i am working on?

Yes, indeed! These can be daisy chained together anyway you want! I used these to create a 1-128 MUX. Take heed though since the more you daisy chain, the less voltage will show on the output. For example, when I was using this, my output would be around 4.35V if I used a 5V input. So in essence, yes you can, but you may need to bump up the voltage at the end depending on what you're trying to do.

Q: I know communication would have to be 5 volt logic, but could the aignals being passed through be 24 volts?

No. The datasheet mentions that the allowable range on the inputs is 0V up to the supply voltage. So if you're using 5V to power it then it can handle only 5V on the inputs and output. https://www.ti.com/lit/ds/symlink/cd74hc4067.pdf

No. First, these are multiplexed, not coincident. So you have interrupts in the signals. Second, analog video signal is incredibly complex and this is not a solution for it.
