Q: how is this product secured to kerf?

The installer pushes the product into the kerf. There is no need for glue as the fit is very snug. It is a very easy project. As you remove the original weather stripping and replace it with the new, 'what goes where' becomes obvious. It only requires a bit of strength to butt the strip in evenly along the strip length.

Q: Is there a special tool for cutting the kerf in older door frames?

I don’t know of such a tool. I suppose one could use a cutoff tool but it would be difficult to do.
