Does it protect the neck from the ice cold wind when riding a motorbike at 70mph?

There's 2 in a pack. With both on you should be fine but it might be a bit tight. I would try a fleece neck tube over the top or if you can fit it underneath would be better. (I am a biker but not tried it on the bike yet.)

Will this fit comfortably around a 17" neck?

I am 16.5" neck and there is plenty of room so i would say you will have no problem

Yeah you can speak without it being muffled, I got a pretty big head and it doesnt make a difference the breath holes also were perfect for when i went to smoke it looks nice :)
