Can this film be used in a hp inkjet printer?

DTF printing requires special DTF printer

can someone please explain why they are saying that it is double matte side but the reality is one side matte and the other other side is shiny?

The matte side is the one that you are going to print. Not the shiny one. What I mean, print on the matte side only. It should tell you before you open the package. “This side for printing” I know is confusing.

Will it work on cannon TS 3322?

To use as sublimation, no. You will need to use a sublimation printer or a converted Epson eco tank filled with sublimation ink.
