Q: Would these work under high impact? For example during running?

They would probably work, but I don't think they would be very comfortable to run with. A little thick and I think it would interfere with your normal stride.

The 1" thick is the size of the whole package. The individual toe warmers are about 2/10 of an inch thick. If your toes are tight in your boots, the toe warmers still work pretty well to keep your feet warm if you adhere the toe warmer back farther (like under your arch/balls of your feet rather than right at the end of your toes).

Q: Are these effective in scuba dry suit boots? Taking them out to reactivate won't be possible for several hours. Also will it fit in very small boots?

It would not be a good idea to use them in dry suit boots. You have to be able to get at them immediately if they get too hot so you don't get a burn. (Rare, I think. It only got too hot once for me, and I use them every winter.) As for your other question, the toe warmers are rather narrow. I wear a size 7.5 women's shoe, and they aren't wide enough by about 1/2 inch to cover the whole breadth of my toes/balls of my feet.
