Will this help with color buildup?

Not really sure what you mean but I love these packets. The one you use to get out all product and provide a clean plate before you color is fantastic. My color is much more saturated and vibrant lasts longer. The color lock is a moisturizing mask you leave on clean, damp hair for minimum 10 minutes. Hope this helps you.

Do you use this with a developer? I see a user said they did.

No you do not use this with developer! Here are our recommended directions: Shampoo, rinse & pour Color Prepare crystals across wet palm. Rub hands together, adding water to dissolve crystals. Apply and scrunch throughout hair, then allow to remain on hair for 5 minutes. Shampoo & rinse thoroughly. Conditioner is not recommended. Follow with color service. Color service should be processed within 24 hours.

does this damage hair at all?

I have long hair and color it every 6 weeks or so. This product if used as directed, really makes my hair soft and shiny. No damage. I usually wait 24 hours ( or less ) before coloring.
