Yes, and these can also be daisy chained together and connect 3 or 4 fans on one motherboard fan header (although since they’re pwm you’d wanna use a 4 pin header anyways)

The $20.99 you see is not PWM. It is just a P12, meaning it is a 3 pin 1800rpm fixed speed. Fan speed will not be adjustable unlike the 5 pack P12 PWM PST $40. Hope this answer helps.

If the PST connector is connected to another of the same 4-wire fan type (PST or not) it will run at the same speed. If a different model of 4 wire fan is connected, its speed will still be perportinally controlled, but the actual airflow will be different (because ... different fan type). If you connect a 3-wire fan to a PST connector (which you can physically do), it will run at full power. Essentially all the PST connector does is replicate power and ground along with the PWM control signal to another connector. The missing pin (#3) is the RPM sense back to the motherboard, because you can't meaningfully wire RPM sense wires together the PST connector omits it so that the RPM of the first fan is reported properly.
