My ac has vents on top. Won’t this interfere by covering them?

Do not cover the top vents of an ac!! It is safe from a safety standpoint if your unit has side vents, but covering any vents will block the proper airflow needed for your unit to work most efficiently. The unit needs proper airflow to flow over the coils, and with the vents blocked, your unit will work harder, and it will put undue stress on the compressors. It also may cause the unit to not work as it should, like not get the humidity out of the room or not cool as efficiently. I found this out the hard way. Covering the top air vents caused the coils behind the front grate to be constantly dripping wet. My room though cool, was constantly humid. Brand new ac too. Took the cover off and now it works fine! Maybe not all units will be affected in this way, but my unit was. It is a Frigidaire.

My unit has a vent grillon the top - is it practical to cut slots in the foam so it can properly vent?

You may have problems cutting through the magnetic backing if you're making slots. We cut ours to fit on the part of the air conditioner that is not grilled - on the outer side where water drips from units in apartments above ours.

do you have to cut out for the vents on the top of the window a/c unit or do you just cover the vents ?

I cut out for the vents, you don’t want to trap the exhaust. Also, I use double sided tape to hold the cover on; the magnet doesn’t work very well. That said, this product is a Godsend, no more annoying drips from my upstairs neighbor.
