Is this designed to work on a toilet also?

These are not made to be used inside a toilet, the only way to use a drain king for toilet drain is to remove the toilet itself, then insert a drain king in the actual pipe under the toilet.

Can this be used to clear a pvc - ac condensation drain line?

Save your money. It busted the first time I used it. Made of cheap rubber and won't hold up to the pressure necessary to clear the line. You can find better quality for same price at Lowes or Home Depot.
