Are the locks TSA compliant?

No they are not on our case (purchased 2 years ago). Standard locks with keys.

Yeees but, you can’t fit a tour bag in there. I have a titleist carry bag which is fine with shoes and some clothes. BUT, are you hiring a car, it’s too long to fit sideways in my Octavia and by its nature it’s not compressible. Excellent protection for clubs in transit although I took the advice of a previous reviewer and bought a lockable strap for added security. Short stay Europe it’s fine but long stay South Africa where I am now I used my bigger soft John letters bag. Much more room.

Would it hold a Srixon tour cart bag with clubs?

I believe it can accommodate. My Tourstage Cart Bag fits in perfectly. For your information the bag measures 126 x 37 x 32 cm. Pls cross check with dimensions of your bag.
