how does this actually fasten to the tv?

With 4 velcro strips that you stick on both the tv screen surface and the protector and with an adjustable velcro strap at the back of the tv. the protector although crystal clear quality is not rigid and does bend enough to touch the screen when pushed so if it is little hands you are trying to protect your tv from i would recommend you buy a wall bracket!

Will this fit a curved 23.5 inch monitor screen

No, it will only fit a normal flat screen TV, as it made of perspexs that doesn't bend to fit a curved TV.

Im thinking of just getting a piece of perspex cut to size which will be much chesper. Is this made from perspex or a different material

It looks just like Perspex to me, but I'm no expert. Very clear, does not obscure TV picture in ant way.
