Can this be used on Leather car seats to cover a scratch?

These acrylic paints cover very well. However I don’t know if they would stand cover a scratch on leather . Perhaps you could try to put some on an inconspicuous place and see how it covers.

Can u use on polystyrene trim ?

No, because polystyrene is plastic. Plastic repels water. This is a water based paint.
