Why price hike from $10 to $15 to $23 in 2 days? The idea of being ripped off makes me not want this product anymore and I hope others think likewise

Why are these $25 when they are only $6.98 in prime pantry?

I believe you receive 4 packages as opposed to 1

So what is the best by date? if i order a case of these snack from amazon here near dc. got a case that was great. then a case that was stale crap.

The stale crap as you so noted would not be a problem with Amazon but with Snyder's of Hanover as their taste and quality has gone downhill over the past few years and I am quite sure they do not check the product before shipping anymore. They have no quality control in operation.
