What operating systems work with this device?

You don’t have to use it with a computer, you can just put in an SD card. If you choose to use a computer it works with any computer that has a USB input that can upload pictures.

Is there a take-up reel to use when scanning 8mm and super 8 films?

No there is no take-up reel. You can feed relatively fast, but you need to collect it manually on the other side. Im not sure this is for films. More negatives and slides.

Can an external hard drive be hooked up to this scanner or is a SIM card the only option for holding the digitized photos?

Don't believe it will recognize an external hard drive. Has a standard SD card slot. I use a 128 GB micro sd card in the adapter. You can connect this to a computer with usb to transfer pics but only saves them to sd card, not the computer.

What if my 35mm film is still in the roll? Can I take it out of the roll and put it through this device?

No, you would expose the film and ruin it. The film has to be developed before it can be scanned.
